Does it work again? Sometimes the iCloud servers do have a hiccup and it starts to work again after some time.
Are you sure this is related to Textastic?
Have you added any folder to the sidebar maybe? I've seen CPU spikes when adding certain folders that change often to the sidebar.
I've submitted Textastic 5.3.1 to the App Store which fixes this problem.
Textastic is still under development and I use it every day myself.
I'm pretty sure this is a bug in Transmit, considering this tweet by Panic Inc:

In order to speed up the replacement, Textastic uses a different code path when there are more than 15 strings to replace. Unforunately there is a bug in this code path in the latest version.
So, "Replace All" should work if you have less than 15 search results, but currently won't work if there are at least 15 search results.

At the top of the file navigation hierarchy in Textastic you can choose between "Local Files" and "iCloud".
Files in "Local Files" are stored on the local file system and are not automatically synced.
The "iCloud" option corresponds to the "Textastic" folder/container in iCloud Drive. Currently, you cannot send files to another iCloud Drive folder from within Textastic.
You can use the "Open…" command and choose "iCloud Drive" to open a file from any folder in iCloud Drive and edit the file in-place. Files opened in this way do have some limitations though: through the iOS sandboxing system, Textastic only gets access to this single file and not to the whole folder. So, if you do a web preview for example, the web view cannot access other referenced files like images or CSS files in the same folder.

To bring up the keyboard, you need to do a single tap on the text. If you do a double-tap before the keyboard is up, it will only select the text so you can copy or cut it. This is consistent with Apple's Notes app, for example.
