Sorry, but this is not possible. The iPad doesn't support mouse input devices.
I still haven't found a way to enable this in UIWebView. I doubt that this can be enabled in third party apps. But if anyone knows - tell me!
GoodReader has a great sync feature. I'll consider adding something similar.

Textastic 3 supports custom syntax definitions that are compatible with TextMate.

iCloud would only really make sense if you own two iPads. I'm not sure if there are a lot of people who have own Textastic and two devices.

I could imagine creating a companion app for Mac, though.
I use the official Dropbox API. It uses HTTPS for things like login and downloading files. It uses HTTP for less critical files like loading metadata and sending command to create folders or move files. I don't intend to change that.
On Windows, there is Sublime Text and E Text Editor which you can use to test themes.
