What does "under review" mean exactly?

are you working on this feature?
are you beta-testing this feature?
or is Apple reviewing your update?

It means that I'm considering a feature, but haven't planned to implement it yet.

It goes like this:

- Under Review
- Planned
- Started
- Completed
- Declined
