Can you create new HTML files from scratch then upload to someplace for testing ?.
Can you test new files without uploading ie Locally.

Yes, you can create new files from scratch. You can upload them to a server using FTP, SFTP or WebDAV and test it using Safari or you can show a local preview in Textastic.
